“SETU”
A.Introduction

 With a view to take the benefits of information technology to the common man, and as a part of its e governance inititive,the government of maaharashtra has embarked on a unique project that seeks to redefine public service -SETU-which in local language means a bridge ,abridge between the people and the government

The objective is to provide to the citizens of the state more and more services and information of departments and agencies of the state.this is to be done through a chain of computerized SETU centers.It is expected that the SETU project will render one stop services to the public through multiple delivery channels like SETU centers.

As pilot project, the first SETU center was inaugurated in thane on 18/08/2001.this has already been extended to cover more than 20 district in the state, including Amravati.In some district centers have even come up inTaluka headquarters.the excellent examples are the ones at Ahmadnagar,latur& Amravati. SETU centers are also proposed to be set up for giving specialized services where work load so permits. For example in offices of the transport Department with large registration of vehicles, issue of driving licenses, etc similarly, SETU centers may be set up by Municipal Corp. or Zilla parishads to provide exclusive services pertaining to them. SETU centers can be set up in hospitals exclusively catering to the patients.

 

B.Sipna's Role in SETU

 Sipna shikshan Prasarak Mandal have devoted to provide service to the people through SETU project. Sipna has taken responsibility to build SETU setup, its liabilities and services on commission basis and also takes care of smooth transaction of services trough Software and database management

 

C.Implementing Authority

 

The SETU centers will be set up by a society under the name of SETU, which will be
Setup under the control
of the collector of the disrtict.the operator will enter into an agreement with the tendering Authority upon furnishing of security deposit.

After this work order will be issued directly by collector or other, implementing authority, as may be relevant. three operator will commence the work on receipt of such work order.
 

D.Salient features of existing SETU Centers

1) The SETU Center at the district collect orate at Amravati Shall Have 12 to 14 counters.At taluka level eight to twelve counters are proposed
 

2) There is a reception of counters cum help desk for advice and assistance where all the required forms are provided. Assistance is also gives to the citizens in filling up the forms correctly without levying charges for the same.
 

3)The details of the application and the accompanying documents are entered into the system at this time.
Application deficient in some documents are returned to the applicant along with printouts containing the details of the additional requirements that they have to comply before the application can be accepted.
 

4) Complete applications are accepted unique number is generated for each of the application that is submitted and accepted at the counter.
 

5)All the mails(Tapals) received from different senders including other government offices are accepted
in the SETU and a receipt given
 

6)A counter to deliver the certificates and other documents is provided
 

7)The service centers is equipped with an electronic queuing system, electronic displays and controls
 

8)the front end working is handled by a private operator/NGO while the back end working is handled by government staff.
 

9) The back end also includes processing room, mutation and 7/12 data entry room.

E.Citizen services proposed to be provided at SETU

The operator shall provide the following services in the SETU
1.Providing help and guidance to visitors. Making Sitting arrangements, arrangement of shed and drinking water for visitors/applicants, wherever necessary.
 

2.Preparation of the affidavits with the facility of digital photographs. The tendered shall procure the software necessary for this purpose
 

3.Selling of the application forms that shall be printed by the tenderer and sold at rates approved by SETU committee
 

4.Selling of court fee stamps and stamp papersThe tenderer shall obtain a valid license for this purpose
from the collector of stamps.
 

5.writing of applications free of cost for those desirous of making application
 

6.Disribution of 7/12,property cards, certificates and licenses ready for dispatch.
 

7.Providing facilities like Xerox, STD PCO, Lamination so as to ensure that visitor's needs are met under one roof.
 

8.Acceptance of all application given by the visitors and issuing token for the same.
 

9.Acceptance of all mail(tapals) received by the office other than the applications. For this purpose, tenderer at his cost shall procure the software. The software will have to be approved by SETU Samiti
 

 

· The software shall generate reports of pendancy taking into account the period of pendency, the class of mail,the sender category, urgency etc.
